How about 2.5? That's a nice compromise.
Honestly I think the amount of mines you can place should be related to the size of the map or to the amount of players on your team. Or make a team mine pool. For example, blue team has a total of 10 mines that they can share. They cannot place any more mines once the limit for the team is reached, and if wanted to place one they would have to ask their teammate to remove one that they had placed.
