He has some kind of dynamic IP that changes every time he joins. The first 2 octets are always the same.

Great, that only leaves a couple thousand IPs to ban.

Yea, he has like 2 alts known now. adamsrevenge, and gummystock12. We need to ban the ip, or ban all of those accounts.
