We all know what it means, but I would love to be able to use /joker here as well.

joker [#] <player> - Causes the player to become a joker, making them say silly things.

OP+ can see the original intended message too.
The # tag silently sets <player> to become a joker.

On one hand, I would love this, because it would piss people off. On the other hand, it does nothing except piss people off and thus does nothing useful.
